Debra Penney, CNM, MPH, PhD, spent nearly two decades in low-income countries in the Middle East as a midwife. She learned Arabic while working in Yemen. She was uniquely prepared to evaluate a maternal-child health program in Afghanistan in 2001. Politics played a role in who she met with in Afghanistan, what they would say to her, and how the FBI later viewed her international work.
