US President Joe Biden announces that he has authorized new sanctions on Russia and approved the expulsion of Russian diplomats for a massive cyberattack on the federal government and alleged election interference that Washington attributes to Moscow. Biden also says in remarks from the White House that he proposed an in-person summit with Putin this summer that could serve as a launching point for a "strategic stability dialogue" between the two rivals.
